The Hope Cup Gully Cricket League: Rules & Regulations For Men / Women / Clash of Titans

Instructions

  • There will be 06 Leagues / Tournaments under The Hope Cup, where 04 Leagues are Open, and 02 leagues are Invitational Tournament, as per the format shared.
  • All the details of the tournament can be seen and followed on www.hopeamritsar.com.
  • The registration of teams and players is mandatory on the given website, failing which teams will not be able to register for the League. (Special Cases, as decided by Technical committee will be exempted, and provided with the Physical form, details of which will be uploaded on the online registration form by the organisers.
  • Uploading the Valid ID Proof (preferably Adhaar Card) is a must for completion of the registration process.
  • There will be multiple venues, grounds, open areas, etc.; and there will be draw of lots for the Knockout phases of the open tournaments.
  • Teams playing gully cricket and Fatta cricket may be required to play in any of the grounds, for the knockout matches, allotted through random draw of lots.

Team Participation – General Rules:

  • 1. Teams to be comprising of Maximum 14 Players and Minimum 12 Players, including a Playing or Non – Playing, Team Manager or a Team Coach.
  • 2. The team must comprise of the players from Age 14 and above (“Except for Clash of Titans”, where the minimum age group of players is expected to be 28 & above), and all playing members should be medically fit to play and represent. It is expected that a team must ensure to create a heterogeneous age combination in their final mix.
  • 3. Organisers’ wont’ be responsible for any casualty arising out of any medical conditions on ground during the matches, however, medical first aid kits as minimum requirement will be arranged on all grounds.
  • 4. A player who has played in one team is not allowed to play in any other team; and in case of any such dispute both the teams will be disqualified, irrespective of their position in the league.
  • 5. Teams from Amritsar and outside are allowed to participate and play in the tournament. Only the Bonafide citizens of Punjab are allowed to participate in the tournament.
  • 6. Verification of all the players on the suggested day, at a given time and at the suggested venue by the organisers is a must, any team failing to do so, wont be able to play the tournament.
  • 7. The technical committee comprised of cricket experts, social representatives, etc., would be responsible for conducting the tournament, and any decision taken by them for the smooth conduct of the tournament would be final, and non-negotiable.04 Leagues out of the 06 in this tournament would be played with Green or Red Mid Cricket – Tennis ball; and 01 with Leather Ball & 01 with Plastic Ball.
    • a. The Balls provided by the Organisers.

  • 8. Each Innings would start with a new balla) A new ball would be issued in case a ball is lost or broken, as per the following conditions:
    • i. In 8 overs match – Broken or Lost in First 3 overs.
    • ii. In 10 overs match – Broken or Lost in First 4 overs.
    • iii. In 12 overs match – Broken or Lost in First 5 overs.
    • iv. In 15-20 overs match – Broken or Lost in First 6 overs.
  • 9. League matches would be of 8 overs & Super League Matches would be of 10 to 12 overs and knockout matches (QF, SF and Final) will be of 15 overs or 15+ Overs a side.
  • 10. Power Play:
    • a. League Matches: first 2 overs are mandatory power play. Batting power play is not applicable.
    • b. Knockout Matches: First 2 overs are mandatory bowling power play& 1-over Batting power Play which can be taken anytime between 3 to 8 overs by batting team, failing to do so the 8th over will become mandatory batting power play over.
    • c. Only 3 players can field outside the 20 / 20-yard circle during power play overs.
    • d. During the non-power play over’s minimum of 4 fielders should be present within the 20- yard Circle, failure to do so during a delivery of a ball would be called as a No-ball by the umpire
  • 11. Innings/Match Duration:
    • a. League matches – Each inning must be completed in 35/45/60 minutes and the innings break is 5 Minutes. Total match duration is 75 / 90 / 120 Minutes.
    • b. Knockout matches-Each innings must be completed in 45 minutes and innings break is 10 Minutes. Total match duration is 100 minutes.
  • 12. Team composition and Reporting time:
    • a. If any player who did not play in earlier matches with any other team and is not in the list of 14 players, could be included in the team if he is not part of any other teams, subject to the consent of Organizing & Technical Committee.
    • b. Team should report 30 Minutes prior to the scheduled match start time. Toss would Be held 30 Minutes before the start of the scheduled time.
    • c. A minimum of 9 players are required from a team to start the match. Failure to do so would yield a walk over to the opposition team. Remaining players must arrive within 5 Over’s. In case of a failure only the fielded 9 would be allowed to bat.
  • 13. In case of delay in start of the match due to late arrival of teams.
    • a. Delay up to 5 minutes,1 over will be reduced per side.
    • b. Delay up to 10 minutes, 2 overs’ will be reduced per side
  • 14. Delay beyond 15 minutes, match will be awarded to the opposition team.
  • 15. The on-field umpire’s decision would be the final one, and in case of any genuine dispute, the technical team’s decision will be final.
  • 16. It is the captain’s responsibility to uphold the spirit of the game by his team.
  • 17. Any prolonged argument by a team would yield a walkover to the opposition team based on the decision by umpires and organizers.
  • 18. If any team walks out of the ground on protest during the playtime, the team will be disqualified from the tournament.
  • 19. If any team misbehaves or abuses the umpires or players inside the field or outside the field during the match, the team will be disqualified from the tournament.
  • 20. For every win, a team would move to the next round in Knock Out Phase and the losing team will be out of the tournament.
  • 21. In knockout matches if a tie happens Super over would be held.Rules for super over
    • I. The team batting second in the match will bat first in the Super Over.
    • II. 3Batsmen from each team can bat and 1 bowler from each team will bowl.
    • III. Entire fielding unit is allowed to field.
    • IV. Incase super over is tied, below rules are applicable
    • Highest Number of 6’s(main+ super over)–1stpriority
    • Highest Number of 4’s(main+ super over) – 2ndpriority
    • Least Number of wickets fallen (main+ super over) –3rd Priority
    • Above priority order only for main match will be followed.
  • 22. In league stages if two teams are tied with same points, NRR would be considered and the team which has a better NRR would move to the knockout stage. Net Run Rate = (Total Runs Score / Total Overs Faced) – (Total Runs Conceded / Total Overs Bowled) For examples on NRR calculation please refer Net_run_rate
  • 23. If a match is stopped due to rain, then the match would be started where it was stopped.
  • 24. Any requests for a change of match timings will not be entertained.
  • 25. In matters of doubt not covered by the tournament rules, the decision of the tournament / technical committee will be final and binding upon all concerned as per the standard rules.
  • 26. Dead Ball [During the course of play]: The ball shall be declared / considered dead when it is clear to the umpire at the bowler’s end that the fielding side and both batsmen at the wicket have ceased to regard it as in play. Whether the ball is finally settled or not is a matter for the umpire alone to decide.
  • 27. Tournament will be played single wicket, that is, the batsman will play at one end and after the completion of over, umpires & batsman will change end. (In Case of certain grounds, or conditions, Umpire may have the flexibility to continue the game from one end only)

Batsman Rules:

  1. LBW and Leg byes are not applicable for this tournament. Batsman cannot be ruled out in any form for leg byes and no run would be counted.
  2. Batsman could be declared out:
    • When a batsman thinks that he is going to be run out and he blocks the ball with his bat or changes his line intentionally when running between wickets to block the ball.
    • The striker is out should willful obstruction or distraction by either batsman prevent a Catch being made.
  3. Batsman cannot be called out if:
    • When a batsman is running between wickets, he does not deviate from his course and the ball hits him without the batsman blocking the ball on purpose.
  4. All “no-balls” (As per ICC / MCC rules: front foot, side-line, above the waist, Fielding restriction etc.,) result in a free hit in the next delivery, where field can be changed only if the batsman has Crossed over or no ball is due to Field restriction.
  5. A runner can be used only when a player gets injured during the innings or during fielding. A runner cannot be used for a player who is injured before the start of the match /tired during the match. The runner can be used only with the discretion of the umpires depending on the reason/cause and consent from the opposition captain.
  6. Initial 11 only can bat during the match, irrespective of the substitutes we could take in the match.
  7. All the other ICC / MCC cricket rules are applicable as it is: Laws_of_Cricket
  8. Obstructing the field: If either batsman can be given out if he will fully attempt to obstruct or distract the fielding side by word or action. On-field umpire’s decision would be the final one

Bowling Rules:

    1. Regulations are as follows:
        • 8 Overs Match -> 2–2–2–2 (Max overs by a bowler)
        • 10 Overs Match -> 3–2–2–2–1 (Max overs by a bowler)

      • 12 Overs Match -> 3–3–2–2–2 (Max overs by a bowler)
      • 15 Overs Match -> 3–3–3–3–3 (Max overs by a bowler)
    2. One bouncer is allowed per over, provided the ball passes between the shoulder and the head. However, a ball passing over the head will be declared as a wide.
    3. If the first bouncer is above head height and the batsman gets out or scores runs, then it’s considered as the first bouncer, and it’s considered as a legal delivery. Also, the batsman would be declared out or scored runs would be counted respectively.
    4. Free hit is allowed for all No balls (all foot no-balls, above waist no-balls, no balls due to Fielding restriction or some other reason)
    5. Foot no–ball can be called on following conditions:
      • If the bowler bowls without some part of the front foot either grounded [first grounding point] or in the air behind the popping crease
      • If the bowler’s back foot touches or crosses the return crease.
      • If the bowler bowls more than one bouncer per over.
      • Any delivery, which passes or would have passed on the full above waist height of the striker standing up right at the crease.
      • If field restriction rules are not followed as per the guidelines.
      • If the bowler starts the over/changes the side of the wicket from which he bowls without telling the guard to the umpire.
    6. In case if a bowler chucks during his action of bowling:
      • Chucking is strictly not allowed and if batsman at strikers or non-strikers end appeals against the action it’s left to the umpires on field and organizing committee to analyze the action and if they find a problem, they could warn the bowler. If the bowler continues with the same action, umpires could call a no-ball.
    7. Wicket keeper if wants to bowl, he could bowl but before that it’s his/captain’s responsibility to inform the umpire about the change of wicketkeeper.
    8. This needs to be ensured by the fielding captain & in case missed out umpire could call the Delivery as no-ball.
    9. All the other ICC cricket rules are applicable as they are.
    10. Judging a Wide:
      • If the Bowler bowls the ball so high over or so wide of the wicket that, in the opinion of the Umpire it passes out of reach of the Striker, standing in a normal guard position, the Umpire shall call and signal “wide ball” as soon as it has passed the line of the Striker’s wicket.
      • The Umpire shall not adjudge a ball as being a wide if:
        • The Striker, by moving from his guard position, causes the ball to pass out of his reach provided the ball is within the identified wide line.
        • The Striker moves and thus brings the ball within his reach.
        • If the Striker switches the Batting Guard before the ball is delivered and the ball is within the Identified wide line considering both sides of the wicket as Offside.
    11. Length of the Pitch: 21 Yards.

Fielding Rules:

  1. A maximum of 5 fielders are only allowed in on–side field at any stage of the game. (Including Bowler if bowler bowls around the wicket)
  2. If a batsman during backing up leaves the popping crease before the ball is Delivered, he could be run out by the bowler. Giving a warning is left to the fielding captain and bowler.
  3. During the bowling action, fielders other than the wicketkeeper are allowed to move only in the forward direction but not on the sideways. Umpires can call it a No ball if this rule is violated, causing distraction.
  4. During the bowling action, fielders including the wicketkeeper are not allowed to make any noise that distracts the batsman. Umpire can call it a No ball if the fielders are making such noise.
  5. The umpires shall have discretion to allow, for wholly acceptable reasons, a substitute fielder to act for a nominated player, at the start of the match, or at any subsequent time.
  6. If the player is absent from the field for longer than 2 overs:
    • The player shall not be permitted to bowl in those innings after his return until he has been on the field for at least the number of overs for which he was absent.
    • The player shall not be permitted to bat unless or until, in the aggregate, he has returned to the field and/or his side’s innings has been in progress for at least that amount of overs for which he has been absent or, if earlier, when his side has lost five wickets.
  7. The above two restrictions (5 & 6) shall not apply if the player has suffered an external blow (as opposed to an internal injury such as a pulled muscle) whilst participating earlier in the Match and consequently been forced to leave the field. Nor shall it apply if the player has been absent for very exceptional and wholly acceptable reasons (other than injury or illness). This exception will be decided by on-field umpires and organizing committee.

The Hope Cup Gully Cricket League: Rules & Regulations For Fatta Cricket League

General Rules:
  1. The Participating teams will play against each other in a knockout manner to find the eventual winner.
  2. The team could be comprised of players from different groups but from the Amritsar City only.
  3. A player who has played in one team is not allowed to play in another team.
  4. This tournament would be played with Plastic Balls.
  5. Each game in the tournament will be a 6-a-side game. All Knockout matches will be played for 6 overs a side.
  6. Team composition and Reporting time:
    1. Every Team should be of 14+ Age group and should represent heterogeneity in age representation.
    2. Team should report 30 minutes prior to the scheduled match start time. Toss would be held 30 minutes before the start of the scheduled time.
    3. The full composition of a team must be present 15 minutes before the start of their game. Failing to do so will result in an automatic loss of toss for the team in question. In case both teams are short of players, then the one with more players present on the ground, at the start of the game, will be declared toss winners.
  7. In case of delay in start of the match due to late arrival of teams:
    1. Delay up to 5 minutes, 1 over will be reduced per side.
    2. Delay up to 10 minutes, 2 overs will be reduced per side.
  8. Delay beyond 15 minutes, match will be awarded to the opposition team.
  9. The On-field umpire’s decision would be the final one.
  10. It is the captain’s responsibility to uphold the spirit of the game with his team.
  11. Any prolonged argument by a team would yield a walkover to the opposition team based on the decision by umpires and organizers.
  12. If any team walks out of the ground on protest during the playtime, the team will be disqualified from the tournament.

    Rules for super over:

    3. Entire fielding unit is allowed to field with a minimum of 4 fielders inside the 30-yard circle.
    4. In case the super over is tied, below rules are applicable:
      Highest Number of 6’s (main+ super over) – 1st priority
      Highest Number of 4’s (main+ super over) – 2nd priority
      Least Number of wickets fallen (main + super over) – 3rd Priority
      Above priority order only for the main match will be followed.
  15. If a match is stopped due to rain, then the match would be started where it was stopped.
  16. Any requests for a change of match timings will not be entertained.
  17. A player can be added (maximum 1) later in the tournament in the playing team, The said player should not have been part of the tournament other than the players from any other participating team, after a thorough screening and approval by the technical and Organizing committees.
  18. Only Players from Amritsar City are allowed to play in this tournament.
  19. In matters of doubt not covered by the tournament rules, the decision of the tournament/technical committee will be final and binding on all concerned as per the standard rules.
  20. Single Wicket: Tournament will be played single wicket, that is, the batswoman will play at one end and after the completion of over, umpires & batswoman will change end.
  21. Time of an inning:
    1. Teams will be given 20 minutes to complete their allotted overs.
  22. Bowlers: Max 2 overs by a bowler. Bowling 2 overs continuously is not allowed.
  23. Chucking: Chucking is allowed; under-arm bowling is not allowed.
  24. Equipment’s: Batting gloves or any other external protective equipment is optional.
  25. Byes: Byes and overthrows are possible means of scoring runs.
  26. LBW and Leg byes are not applicable for this tournament. Batswoman cannot be ruled out in any form for leg byes and no run would be counted.
  27. No-Balls: ICC rules for no balls will be applied with the exception of any ball above shoulder high will be called No Ball.
  28. Wides: ICC rules shall be applied for wide.
  29. Judging a Wide: If the Bowler bowls the ball so high over or so wide of the wicket that, in the opinion of the Umpire it passes out of reach of the Striker, standing in a normal guard position, the Umpire shall call and signal “wide ball” as soon as it has passed the line of the Striker’s wicket.
  30. The Umpire shall not adjudge a ball as being a wide if:
    1. The Striker, by moving from his guard position, causes the ball to pass out of his reach provided the ball is within the identified wide line.
    2. The Striker moves and thus brings the ball within his reach.
    3. If the Striker switches the Batting Guard before the ball is delivered and ball is within the Identified wide line considering both the sides of wicket as Offside.
  31. Dead Balls [Bowling]: Note that dead balls are not counted as extra balls. A ball is declared dead if it bounces more than once in front of the batting crease after leaving the bowler’s hand. If it hits the bat or the player after two bounces even, then it will be treated as a dead ball and no runs would be considered. The ball should be re-bowled.
    Dead Ball [During course of play]: The ball shall be dead when it is clear to the umpire at the bowler’s end that the fielding side and both batsmen at the wicket have ceased to regard it as in play. Whether the ball is finally settled or not is a matter for the umpire alone to decide.
  32. One Tip – One Hand: One Tip Catch by One Hand, will be considered as out.
  33. Wicket Keeper: Fielding a keeper is compulsory, and any player can field as a wicketkeeper.
  34. Last Player Batting: A team will be all out only if their 6 players are out. There will be last Player batting who should be always on strike. The runner at non-striking end can be any member of the team and can be dismissed at either end.
  35. Injury to bowler: If a bowler is injured after bowling a few deliveries and umpire analyzes the condition on injury, then if umpire feels that bowler is not in bowling condition, then any other player who has not completed 2 overs will complete that over.
  36. Retirement of Players: A player who scores more than or equal to 30 runs will have to retire. The player can resume batting after the fall of 4th wicket. If 4 players are out and the last batswoman or the non-striker scores a 30 then that player need not retire until the match ends.
  37. Results: If a game is tied at the end of both the innings during a knockout match, then the Team that lost a lesser number of wickets will win. If the number of wickets lost is also the same, then the team that scored a greater number of boundaries (6s & 4s) will win. After that, a coin toss will determine the winner.
  38. Umpires: Neutral umpires will officiate in all matches. Umpires’ decision is final and should be respected by all players.
  39. Substitutions: Substitutions may be allowed if the umpire agrees.
  40. Length of the Pitch: Pitch length would be of 15/17 yards.

Terms and Conditions for Team Registration

  1. The state and above-level players cannot participate in this tournament.
  2. Your team’s name should be unique. If any team uses an existing name, then there could be legal action against them.
  3. You can register only once with a team name and a phone number. A similar phone number or team name cannot be used to register another team.
  4. To register your team, you require:
    • Unique team name
    • Aadhar card number
    • Aadhar card photo (front and back) (300×300 pixels)
  5. To register your player, you require:
    • Player’s data (name, age, address, phone number)
    • Aadhar card number
    • Aadhar card photo (front and back) (300×300 pixels)
  6. Your ID proof has to be accurate.
  7. You cannot edit the data after submitting it.
  8. You can edit the data after saving the information.
  9. The maximum number of 13 players can be added to your team.
